The agreement content includes the construction of a free trade zone in Djibouti, to fight it to be the transfer station between China and world trade, to cooperate in advanced bank card payment system. President Guelleh of Djibouti announced the news of the signing of the agreement with China on 20th of January.
It is understood that Guelleh said the FTA project will bring 15,000 jobs for Djibouti, he hopes the first phase of the project which covers 1.5 square kilometers can be put into operation at the end of 2016. On "transit station" agreement, Djibouti President indicates that it will enable the country to play an important role in trade with China and the world. AFP said in 21st of January, the agreement is cooperation under the OBOR contraction framework, and it will connect China and Africa together.
In the banking sector, Chongqing Globebill, which is the subordinate facility of IZP Group signed a cooperation agreement of bank card scheme liquidation with the Central Bank of Djibouti, it will builds a national bank card payment system which cover the whole territory of Djibouti. It is reported that the system can realize direct clearing and settlement between Djibouti Franc and the RMB, and to help stabilize the currency for Djibouti.
On these three agreements, Chinese Foreign Ministry spokesman Hong Lei said in 21st of January that at present, China and African countries are implementing the consensus reached by both sides during the Johannesburg summit, Djibouti agreement reflects this effort of effectively boosting the development of Africa.
The area of Djibouti is 23,000 square kilometers, with population of 900,000, and it is located in Eastern Africa, bordering the Red Sea and Gulf of Aden, Guardian of one of the world's busiest sea lanes- Bab el-Mandab, its Strategic position is significant important. AFP said, China has signed an agreement with Djibouti last December; China will build a naval logistics base in Djibouti in the end of 2017. In this regard, Lei Hong expressed in 21st that China and Djibouti consultations and consensus on the construction of support facilities, which is conducive to the further implementation of Chinese military escort tasks, and to make new contributions to regional peace and stability. The nature of the relevant facilities are clear, it is to provide logistical support for Chinese escort fleet in the Gulf of Aden and Somalia.
